AREAS AFFECTED: East Slopes of the Oregon Cascades
DESCRIPTION: ...COLD AND WET STORM BRINGS HEAVY MOUNTAIN SNOW TO THE CASCADES... * WHAT...Heavy snow expected. Total snow accumulations up to 9 to 14 inches. Winds gusting as high as 40 mph. * WHERE...East Slopes of the Oregon Cascades. * WHEN...From 5 AM Wednesday to 5 PM PDT Thursday. * IMPACTS...Periods of moderate and heavy snow will combine with low visibilities to create difficult driving conditions.
INSTRUCTION: Persons should consider delaying all travel. If travel is absolutely necessary, drive with extreme caution. Consider taking a winter storm kit along with you, including such items as tire chains, booster cables, flashlight, shovel, blankets and extra clothing. Also take water, a first aid kit, and anything else that would help you survive in case you become stranded. Persons should delay all travel if possible. If travel is absolutely necessary, drive with extreme caution and be prepared for sudden changes in visibility. Leave plenty of room between you and the motorist ahead of you, and allow extra time to reach your destination. Avoid sudden braking or acceleration, and be especially cautious on hills or when making turns. Make sure your car is winterized and in good working order.

A fractus cloud (scud) is a fragmented, tattered cloud which has
likely been sheared off of another cloud. They are accessory clouds, meaning they
develop from parent clouds, and are named in a way which describes the original
cloud which contained them.
Fractus clouds which have originated from cumulus clouds are referred to as
cumulus fractus, while fractus clouds which have originated from stratus clouds
are referred to as stratus fractus. Under certain conditions a fractus cloud might
merge with another cloud, or develop into a cumulus cloud, but usually a
fractus cloud seen by itself will dissipate rapidly.
They are often observed on the leading and trailing edges of storm clouds,
and are a display of wind activity.

Graupel is a form of precipitation that is created by atmospheric conditions
which cause supercooled water droplets to contact snow crystals and freeze to
their surface.
Sometimes known as soft hail or snow pellets, graupel is delicate and easily
destroyed by touch. Whereas hail usually falls during severe weather, graupel
doesn't require such conditions to form, and can form in mild precipitation
similar to situations which produce snowfall.
